Has Canada lost control of its refugee policy by signing a ‘third safe country’ agreement with the US? The policy, which comes into effect in 2004, requires refugees to be processed in the country in which they land, rather than the country of their choice.
"This policy violates Canada’s obligations under the UN Human Rights Declaration, which ensures that refugees have the right to determine where they declare their status," says SFU economics professor Don De Voretz. "Many refugees to Canada come through the US because that’s where the planes land and now they will be subject to US.scrutiny."
RIIM, Vancouver’s Centre of Excellence on Immigration and Integration, will host a public conference on US/Canada Immigration Harmonization September 29 at the Morris J. Wosk Centre for Dialogue, 1:00 pm-3:30 pm in Asia Pacific Hall.
