Vice President, Legal Affairs and University Secretary

The Vice President, Legal Affairs (VPLA) provides executive management of the University's legal affairs, including advice on access to legal services, risk and case management, education and training; is responsible for advising on policy development and interpretation; and serves as senior advisor on equity issues. As University Secretary, the VPLA is responsible for the effective functioning of the University's Board of Governors.  The Board and its committees are primarily responsible for financial, property, and general policy matters. The VPLA is also responsible for negotiations with the Faculty Association.

Academic Relations

Doug Thorpe-Dorward is the Director of Academic Relations.  Academic Relations serves as the planning, policy advising and administration office for faculty, librarians and academic administrators at SFU.  Academic Relations maintains a website at http://academicrelations.sfu.ca

Associate General Counsel and Associate University Secretary

Li-Jeen Broshko is available to provide advice and assistance on contractual matters, including licenses, memoranda of agreement/understanding and other legal instruments. [Please note that research contract issues should continue to be referred to research services]. Prior to joining SFU, Li-Jeen was in private practice with Stikeman Elliott.  Her role is to review internal and external contracts to protect the University from legal liability in complex contractual risk transfer mechanisms which include the indemnity, liability, insurance, warranty, copyright, intellectual property or limitation of liability clauses. She will be able to assist in drafting appropriate contract language as needed and liaising with parties external to the University.

She also provides support to the Board of Governors and its committees and can provide advice on governance matters.

Human Resources

Dario Nonis is the Executive Director of Human Resources. Mr. Nonis is the University’s Senior Negotiator with all campus unions and the administrative & professional staff association.  Mr. Nonis has a Bachelor of Arts from the University of British Columbia and an LL.B from Queens University in Kinston, Ontario.

As the Executive Director, Mr. Nonis is responsible for providing human resources leadership in support of the University’s mission and objectives by providing advisory services and programs that add value and enhance employee and organizational effectiveness with a team of 20 professional and managerial staff. Human Resources is responsible for recruitment, employee relations, pension and benefits, learning, development and rewards, organization effectiveness and job evaluation, temporary support staff services and return-to-work/disability management for staff. Human Resources is responsible for advisory and program services for recruitment, employee relations and benefits for Teaching Assistants, Tutor/Markers, Sessional and ESL Instructors; and Human Resources is responsible for pension, benefits and return-to-work/disability management for faculty. Human Resources encourages partnerships with managers and supervisors to pro-actively find solutions to organizational problems and challenges, lead change and promote leadership, ethics and integrity. In his role as Executive Director he advocates a culture that values employee life long learning, knowledge development and career progression.

Human Rights Office

Brenda Taylor is the Director of SFU’s Human Rights Office. Ms. Taylor administers the University’s Human Rights Policy (GP 18), co-ordinates the University's employment equity programme, and is the University’s senior resource person on human rights, harassment and equity matters. The Director advises people who believe they may be the targets of discrimination and harassment, and managers who require assistance in dealing within their working units. She acts as a mediator in disputes and provides seminars, guest lectures and workshops. Ms. Taylor is a lawyer who has worked exclusively in post-secondary education for the past ten years, and exclusively in human rights since 1980.

Internal Auditor

Gary Chan is the University’s Internal Auditor and oversees all internal audit activities at the University. The Internal Auditor’s role is to provide an independent and objective assurance, and to add value and improve the University’s management processes, operations and governance processes through the conduct of a comprehensive, risk-based internal audit plan.

All University units and operations fall within the scope of audit services and assessments, which are intended to determine whether the processes of risk management, control, performance measurement and governance—as designed and represented by management—are adequate to ensure the University is operating effectively, efficiently and economically within established laws, regulations, University policies and delegated authorities.

The Internal Auditor reports administratively to the President’s Office through the VP Legal Affairs, and functionally to the Audit Committee of the Board of Governors.

Special Projects

As the Director, Special Projects, KC Bell reports to the VPLA and provides a range of strategic and confidential support services for the President and the Vice President, Legal Affairs. These services include, but are not limited to, the development of major presentations, research and policy analysis, drafting documents, co-ordinating and administering projects initiated in the President’s Office, and liaising with the Simon Fraser Student Society and other groups as needed.

University Archives and Records Services

Ian Forsyth is the University Archivist and is responsible for the management of corporate records and information resources in all media across the organization by leading and supervising an integrated programme encompassing records management, access to information and protection of privacy, copyright and archives.

The records management programme provides systematic control of the University’s official records from their creation or receipt to their distribution, use, maintenance and disposition. The access to information and protection of privacy programme co-ordinates University compliance with its legal obligations under the provincial Freedom of Information and Protection of Privacy Act; to provide the public a right of access to University records subject only to specific and limited exceptions; to give individuals a right of access to, and correction of, personal information about themselves; and to protect personal privacy by ensuring only authorized collection, use, and disclosure of personal information. The copyright programme co-ordinates University compliance with its legal obligations under the Copyright Act. The archives programme acquires original records that document all programmes and activities of the University or that enhance its teaching and research programmes.

Services common to all programmes include: developing information management policies, procedures, standards and strategies, and offering advice and training. The University Archives and Records Services office is located in MBC 0400. Its website is www.sfu.ca/archives

Vice President, Legal Affairs

Burnaby Mountain Campus: Distinctive architecture is an outstanding feature of the Burnaby Mountain campus, an interconnected complex of buildings based on the original design concept of Arthur Erickson and Geoffrey Massey. The campus, a half-hour drive from downtown Vancouver, offers magnificent views of Burrard Inlet and the Lower Mainland.

Harbour Centre Campus: The downtown Vancouver campus opened in May 1989, in the historic Spencer Building at 515 West Hastings Street, and was financed largely by the private sector.

Surrey Campus: Located in a futuristic-looking tower known as the world's best business centre, SFU's third campus in Surrey has pioneered the first interactive arts and technology program of its kind in Canada.
