Financial Crises: Selected Topics

Financial crises

We will focus on the causes of financial crises and attempts to alleviate their effects and prevent future crises. Carmen M. Reinhart and Kenneth S. Rogoff’s This Time is Different: Eight Centuries of Financial Folly will provide the basis for this course. You’ll complete readings from this book before classes.

By looking at the long history of financial crises, this book helps us better understand the current crisis. We will also discuss the criticism of some of its findings and consider the current controversy over whether “austerity” helps resolve financial crises or, in fact, can prolong them. We’ll place special emphasis on policies in Europe and the US, but we will also draw comparisons with Canada.

Please note that enrolment in this course is reserved for adults 55+.

Week 1: The Different Types of Financial Crises
Required reading: This Time is Different, Preface, Preamble, and Ch. 1 and 2 (up to page 33).  Note: This reading is to be done prior to the first class meeting.

Week 2: Sovereign External Debt Crises
Required reading: This Time is Different, Ch. 4–6.

Week 3: Banking Crises, and Domestic Debt and Default
Required reading: This Time is Different, Ch. 7 and 10.

Week 4: The US Subprime Crisis and the 2007-09 Global Financial Crisis
Required reading: This Time is Different, Ch. 13–15.

Week 5: The Big Debate: Austerity vs. Economic Stimulus – Part 1
Required reading: Handouts will be provided prior to this class.

Week 6: The Big Debate: Austerity versus Economic Stimulus – Part 2
Required reading: Handouts will be provided prior to this class.
