Abstract: Community justice forums (also referred to as Family Group Conferencing) are a restorative justice approach. The purpose of these forums is to provide the offender, victim, their supporters, a trained facilitator, and those involved in investigating the incident to reach an agreement that will repair the damage caused by the incident and to minimize further harm. The intent of these programs is to maximize satisfaction of all participants and to reduce re-offending. The purpose of this project was to evaluate a community justice program for offenders and to determine the factors that predict successful outcomes of this program. More specifically, in this paper we will discuss (1) the profile of offenders referred to these programs and (2) offender recidivism rates. In addition to these goals, we examined the risk factors (e.g., number of previous offences, severity of index offence, etc.) that predict offender outcomes. For the purposes of comparison, a matched sample of offenders who did not participate in this program was employed. The results revealed that the community justice sample had lower rates of re-offending than the court referred sample. The results also suggest that having a criminal record predicted re-offending rates for the CJF referred offenders, but not for the court matched sample.
