Conceptual Outline

a. Background Research

At first, I would like to declare that I am not a gambler.  Before I chose this topic, I had already changed topics several times.  I thought about, for instance, opening a new business such as a paint ball land in open space in GVRD.  Then, I searched on the website at http://www2.mybc.com/home_page.html where I found out that there are at least five paint ball lands in Richmond.  As a result, I gave up on the idea since it is very difficult to find a suitable location for a paint ball business, with the presence of so many competitors in Greater Vancouver.

Subsequently, I decide to construct a medium- to large-scale casino because of the absence of major casinos such as Las Vegas casino in GVRD.  Also, the article of 'All Bets are On" is one of the proponents of opening casino in Vancouver.  The writer pointed out several advantages of how a new casino can stimulate the economy in Greater Vancouver.  Therefore, it seems to be an interesting idea to find the location for the casino.  The first thing I need to do is to know more about the operations and regulations of casinos in Canada.  Details can be found at the government website: http://www.city.vancouver.bc.ca, by searching either "gambling" or "casinos", and also related information is available in a non-government website: http://www.casino-gambling-reports.com/, which includes some issues and analysis of building casinos in communities in United States and Canada.

b. Study Design

Six Conditions will be analysed as following:
  1. population density
  2. average income by census tracts
  3. competitors (other small-scale casinos)
  4. major hotels (which do not obtain casinos)
  5. landuse (to restrict opening a casino proximity to residential and school zones)
  6. major roads (to evaluate accessibility)
Talking all the above conditions into account, MCE will help come up with the most suitable location for building a casino in GVRD.
