Here’s some coverage that refers to the excellent legal geographic work of Noah Quastel (Geography Postdoctoral Fellow), who is working with Pivot Legal on a project regarding the municipal regulation of poor and homeless people in BC. 

The council in Vernon, BC, decided it would be a smart idea to ban shopping carts in the downtown area (notionally to decrease ‘urban decay’, improve circulation and prevent obstructions). Noah’s powerful counter-argument (that this is targeted at poor people, and is inherently discriminatory and a violation of Charter rights) proved persuasive, prompting the City to abandon the policy.
