Its very complicated... Its a place of polyarchy, of actors -- polyarchy is the opposite of oligarchy -- there are a lot of actors capable to intervene and change the local environment in a certain way, let me say, using their own resources, their own financial, their own juridical, their own political resources. So this game is extremely complex because its composed by thousands thousands thousands of subjects capable to intervene. So the result of this is a territory where you have a lot of sometimes small but in many case very isolated circumscribed movement in terms of new buildings, new environments, new infrastructures and well in a sort of way it is a place where the democracy paradigm has been totally transmitted to the logic of change of the physical environment.
