its so difficult to govern such a multitude of subjects and actors and projects and expectations is [very] complicated. [It] is so complicated for a governmental paradigm to see what is the best way to control or orient and govern this. But so the question of multitude is extremely important now-a-days and this multitude is complicated or perished thanks to the presence of a growing part of our cities that are inhabited by new immigrant populations which are, for example as we know, which are capable to bring with them their social and behaviour and ideas and so and so forth ... the politics of immigration that Canadian cities have developed in the last decades are extremely innovative and important, absolutely, we are studying this.
