Awards and Funding

To encourage students to declare a Minor in Labour Studies, or to pursue a Certificate, or to carry out some labour related research, or simply to take courses in Labour Studies, we are offering a set of awards and scholarships and research grants.

1) Research Project: The Changing Nature of Work

The Canadian Labour Institute for Social and Economic Fairness (CLI) is undertaking research to develop policies for a modern economic and industrial strategy in Canada. The goal of the Institute is to strengthen Canadian society by providing progressive research, analysis and policy development, along with initiating and planning campaigns in support of these issues to contribute to positive social change.

As the middle class is being hollowed out, a new social class is emerging, the “precariat”. Their lives are being shaped by temporary, insecure and low paid employment with few or no benefits.  Canada’s finance minister says we need to get used to it.  The CLI is working to develop policies to address this issue and propose a modern economic and industrial strategy which creates more permanent and better paid employment.

We are looking for proposals from researchers to prepare an overview survey of the existing literature on the changing nature of work:

  • What are the causes, i.e. what is driving the change in the structure of enterprises and their employment models?
  • Are there corporate studies evaluating the impact of this new model?
  • What is the longer-term impact of this model on the prospects for economic growth in Canada?
  • How are federal government ministries and departments addressing the issue?
  • What are the main themes and conclusions in academic studies examining the problem?
  • Are there any identifiable differences of the impact in different major Canadian provinces, e.g. British Columbia, Alberta, Ontario?
  • Has any work been done by the labour movement (Canadian, American or International) on the problems of organizing and representing workers in this new model?

The overview would be up to 5000 words in length with an annotated bibliography.  It would be written in an accessible style and suggest conclusions and areas of future research and policy development.

2) Research Project:  Evaluation and analysis of labour law review processes in British Columbia

The Canadian Labour Institute for Social and Economic Fairness (CLI) is undertaking research to develop proposals for labour law reform in Canada. Its goal is to strengthen Canadian society by providing progressive research, analysis, and policy development, along with initiating and planning campaigns in support of these issues to contribute to positive social change.   

Reducing income inequality in Canada is one of these objectives, and can be achieved by strengthening the right of Canadian workers to form unions and negotiate their working conditions.

Reforms to labour law in Canada are an important step in reaching this goal. Evaluation and analysis of labour law review processes will assist the Institute in providing advice to labour organizations

advocating for reforms to Canadian and or Provincial labour legislation.  It may also assist in promoting progressive public policy and campaigning in support of these goals.

We believe the review process itself is critical to an effective and progressive review of legislation and the development of recommendations for amendments.  The terms of reference and mandate of those charged with the review, the composition of any review body, the role of stakeholders and how the final report is produced are just some of the very important aspects of a review that need to be seriously addressed prior to the process commencing.

The Institute is conducting studies to examine and assess the processes used to conduct reviews of labour legislation in British Columbia in the past 25 years.

The review should include:

  • evaluation of the composition of review panels if established and their credibility with the various stakeholders;
  • an analysis of the effectiveness and thoroughness of the different processes;
  • the role of stakeholders such as unions and employers in setting the mandate of the review and as members of the review panel;
  • how were the stakeholders involved in the input process;
  • the political climate at the time and the motivation for the review;
  • evaluation of outcome of review, e.g. balanced, pro-labour, pro-employer;
  • acceptance of proposed reforms by labour or employers;
  • staying power of the reforms, i.e. are they still in effect 10 or 20 years later;
  • recommendations on the mandate and structure of future reviews and the reviewing party, whether it should be a single person or a three-person panel representative of unions and employers with an independent chair.

We are looking for proposals from graduate students or senior undergraduate students in labour studies, industrial relations, or law to undertake a review of the British Columbia experiences in labour law review since 1990.

3) Research Project: First Contract Arbitration experience in British Columbia

The Canadian Labour Institute for Social and Economic Fairness (CLI) is undertaking research to develop proposals for labour law reform in Canada. Its goal is to strengthen Canadian society by providing progressive research, analysis and policy development, along with initiating and planning campaigns in support of these issues to contribute to positive social change.

Reducing income inequality in Canada is one of these objectives, and can be achieved by strengthening the right of Canadian workers to form unions and negotiate their working conditions.

Reforms to labour law in Canada are an important step in reaching this goal. Research in the following area will assist in developing proposals for reforms to Canadian labour legislation and will assist in promoting progressive public policy and campaigning in support of these goals.

This is a two stage project to conduct a review of the existing literature, labour relations board reports and union publications to prepare an analysis of the impact of first contract arbitration legislation in British Columbia.

The first phase would include: a review and analysis of the legislation in the jurisdiction; a review of the instances where the legislation has been applied, with an overview of the unions and employers involved (where the information is available), size and composition of bargaining unit, issues involved in the dispute, how was the issue decided (e.g. generally in favour of the union or of the employer), term of contract imposed and other relevant information.

The second phase will be to examine what happened when the second agreement was to be negotiated.  Was the union successful in negotiating a second agreement?  Was it settled without a dispute or arbitration?  Did the bargaining unit remain with the union or was there a decertification application and was it successful?  What other issues arose affecting the renegotiation of the collective agreement?   

The CLI recognizes that all this information may not be readily available.

We are looking for proposals from undergraduate or graduate students in labour studies, industrial relations, law students or articling law students to undertake a review of BC experience in First Contract Arbitration since the law was introduced.

New for 2017: The James Clark Undergraduate Award
$2500 (1 award per year)

The James Clark Undergraduate Award in Labour Studies Endowment was established at Simon Fraser University in 2016 with a generous gift from Glen Clark, in honour of his father James, and with matching funds from the International Union of Painters & Allied Trades District Council 38.

Glen Clark

Glen Clark is a Canadian business executive and former politician, serving·as the 31st Premier of British Columbia from 1996 to 1999, and as a Member of the Legislative Assembly from 1986- 2001. He holds a bachelor's degree from Simon Fraser University and a master's degree from the University of British Columbia. Before entering politics he worked as a union organizer. He is currently President of the Jim Pattison Group.

James Clark

James Clark was a member of the International Union of Painters and Allied Trades for 30 years and an Executive Officer of IUPAT Local 138 for more than 10 years. As such he actively supported the advancement of the apprenticeship system and workers' rights through community and political activism.

The James Clark Undergraduate Award in Labour Studies

One award, valued at a minimum of $2,500, will be granted annually in any term to an undergraduate student who meets the following criteria:

  • is enrolled full-time  in a bachelor's degree program;
  • is in good academic standing;
  • is a BC Federation of Labour-affiliated union member or is a direct family member of a BC Federation of Labour-affiliated union member;
  • is enrolled in or has been approved to enroll in a Labour Studies Minor or Certificate Program in the Labour Studies Program in SFU's Faculty of Arts and Social Sciences; and
  • submits a short essay of up to 750 words on the value of the labour movement in British Columbia.

The award will be granted by the Senate Undergraduate Awards Adjudication Committee upon the recommendation of the Director, Labour Studies Program.

The Gary Campbell May Day Memorial Annual Fund
$1,000 per year

The Gary Campbell May Day Memorial Award was established in 2012 by the Burnaby Civic Employees’ Union - CUPE 23  for a generous 10 year commitment. The award is intended to recognize and provide financial assistance to an undergraduate student who is a graduate of the Burnaby School District and is pursuing studies in the Labour Studies Program.

Gary Campbell

Gary Campbell began working in Burnaby as a labourer in 1974. Throughout his career, Gary was a union activist and a member of the CUPE Local 23 Executive. He became a T.D. 1 in 1992 and retired in 2006. Gary’s activism continued throughout his retirement; he was a particularly passionate activist against the North American Free Trade Agreement, the Trade, Investment and Labour Mobility Agreement and the World Trade Organization. Whenever a Wal-Mart or Target opens rather than a Canadian owned establishment, we are encouraged to think of Gary Campbell’s warnings.

Gary passed away on April 9th, 2010 after losing a battle with cancer. He was a retired civic worker at the City of Burnaby and a lifetime member of CUPE Local 23. He was a tireless activist for labour, peace and the environment.

The significance of including ‘May Day’ in the name of this award indicates the importance of recognizing May 1st as a special day in the Labour Movement. 1n 1866, the American Federation of Labor adopted a historic resolution that asserted eight hours constitutes a legal day’s labour. This is a historic achievement in the history of the regulation of labour.

CUPE Local 23 is the union of the workers at the City of Burnaby and the Burnaby Public Library.

The Gary Campbell May Day Memorial Award

The Gary Campbell May Day Memorial Award, valued at $1,000, will be granted every year in any term, to an SFU undergraduate student on the basis of the following criteria:

  • enrolled full-time in any faculty;
  • in good academic standing (minimum 2.00 CGPA);
  • demonstrated volunteerism/community service
  • enrolled in a Labour Studies Course.

Preference will be given to those:

  • with demonstrated community service; and/or,
  • pursuing an approved Minor or Certificate in Labour Studies; and/or,
  • who are graduates of a School District #41 secondary school.

As part of the application package, students must include the following supporting documentation:

  • a letter of reference verifying relevant community service/volunteer work; and,
  • copies of all post-secondary transcripts.

Gary Campbell’s biography will be kept on file in the Finanial Aid office and provided to the recipient of the award.

The award will be made by the Senate Undergraduate Awards Adjudication Committee.

BC Ferries and Marine Workers Union (BCFMWU)
$500 (3 awards per year)

The BC Ferry and Marine Workers Union (BCFMWU) Annual Award was established at Simon Fraser University in 2015 with a generous gift and three-year commitment from the BC Ferry and Marine Workers Union. The award is intended to offer funding to an undergraduate student pursuing a Minor or Certificate in Labour Studies to offset the tuition costs in any given semester.

BC Ferry and Marine Workers Union

The BC Ferry and Marine Workers Union became the sole bargaining agent for all ferry workers, including licensed officers, on April 27, 1979. The organization now represents over 4,500 working men and women from Vancouver to Prince George.

BC Ferry and Marine Workers Union (BCFMWU) Annual Award

Three awards, valued at a minimum of $500 each, will be granted annually in any term to an undergraduate student who meets the following criteria:

  • is enrolled in full time or part time studies at Simon Fraser University;
  • is in good academic standing (minimum 2.33 GPA)
  • and is pursuing a declared Minor or Certificate in Labor Studies.

Preference will be given to students in the following order of priority:

  1. a BCFMWU member, spouse or child;
  2. a BC Government and Service Employees’ Union (BCGEU) or affiliate member, spouse or child OR Pacific Coast Maritime Council member, spouse or child (includes International Longshore & Warehouse Union or Marine Workers and Boiler Makers Union or Grain Workers Union);
  3.  Any union member, spouse or child;
  4. If not a union member, spouse or child, than any student who meets the general criteria.

Students must submit a 250 word statement describing why they have chosen to pursue Labour Studies and how the program will assist them as a current/future union member.  Students should also submit a letter from a union official confirming the status of the applicant, if applicable.

BC Labour Heritage Centre Project on BC Labour History - Opportunities for Students'

The BC Labour Heritage Centre is an organization of active and retired trade unionists who wish to create venues where all the workers of BC can be recognized and celebrated for their struggles and achievements.  Its mission is to inspire union members, young workers, new Canadians, and students through a wide variety of programs that highlight our working history in British Columbia.

The BC Labour Heritage Centre solicits articles on various aspects of BC Labour History for placement on the BC Labour History Centre website and possible inclusion in its E-Newsletter.   Successful authors of articles will be offered honouraria ranging from $200 to $500.  There is a pre-approval process for prospective authors.  For more information please email: info@labourheritagecentre.ca  

Columbia Institute and the TWU-USW National Local 1944, Unit 60 offers The David Podworny Memorial Scholarship  

The David Podworny Memorial Scholarship supports students who are enrolling or enrolled in Telecommunications Trade or Labour Studies Program at accredited public institutions in Canada or the United States.

The Scholarship honours the legacy of the late David Podworny.  He was a journeyman in the TV cable industry in Vancouver and began his work in the industry in 1984. It became his lifelong career.  He was actively involved in his workplace, serving on the bargaining committee, as Shop Steward and as a Vice-President of TWU Local 60 (now TWU-USW National, Local 1944, Unit 60).  Dave Podworny exemplified giving back through his service and active democratic participation.  He loved the industry and the people who worked in it.
