Marijuana, Water Rights and California’s Drought

The structure and function of the California Water Boards (CWB) offers an interesting governance model that operates in a water-scarce environment. CWB has recently launched some innovative programs in response to emerging issues and new legislation by the State of California. These key programs focus on groundwater management act that was developed through legislation in response to drought and human right to water. The CWB programs also respond to emerging challenges, such as the recent Cannabis legislation and resulting water quality impacts, the state’s ability to force consolidation of water systems, nitrate contamination, and ability to provide safe, clean affordable water to Californians.
