What is much more likely to be happening with our person complaining about not being able to sleep "because it was too quiet" is that, being away from the usual ambience of their living quarters, where basically the brain has already adapted to familiar noises, they are now exposed to new sounds that are unfamiliar, and hence the chances of waking are greater.

Ironically, after a typical two-week holiday, as shown in the graph above the question, habituation to this new environment has occurred, but now it's time to go home!
