Emergency Management Education and Training
Help and Guidance Needed.
I am struggling with the issue of trying to
define Emergency Management Education and Training. As I look into it, it
appears to be anything and everything and I'm attempting to see if I can develop
some sort of focus. I am choosing to distinguish between Education and
Training by applying these simplified (and imperfect) defining
statements.
-Education: learning long-term knowledge
that will not change much over time, including principles and
concepts.
-Training: skills and techniques that must
be up-dated regularly.
I am able to get all kinds of course lists but I
have found even a glossary that offers a definition of emergency management
training and education. I did find the following statement (related to
this issue) but offers no assistance in arriving at a definition.
" Training and Certification - Much more is
known about emergency management than is being applied in the field, and the
role of universities and specialized training institutes remains
undefined. Despite several federal [US] initiatives in this area and a
number of efforts by professional associations, there is no clear consensus on
issues such as how training should be funded, who should conduct it, and who
should determine standards" (circa 1991)
Maybe a definition would help to understand the
problem and aid in arriving at reasonable answers.
