Note: there are multiple ways of reconstructing this.  The important point is that you identify: (i) the conclusion as calling for regulations, (ii) an explicit premise (or two) citing the negative consequences of salmon farming, and (iii) an implicit premise which assumes we should prevent such negative consequences from occurring.

Strictly speaking, the suppressed premise could be left out of the reconstruction.  However, the principle of charity requires that we include it.
