CIHR Clarification for Project and Foundation Grant applicants
Dear Research Administrator,
We have received a number of questions from the research community seeking clarification with respect to an individual’s ability to hold both Foundation and Project Grants (e.g., the individual applied and was successful to both the 2016-17 Foundation Grant competition and the Project Grant: Fall 2016 competition). We are writing to you today to provide some clarification on this matter.
In the event that an applicant has applied to both competitions, they will need to choose between the two grants, as was the case in the previous round of competitions. The timing of when decisions are announced for these two competitions (Project Grants May 2017 and Foundation Grants August 2017) will mean that the Project Grant can be accepted as of April 1, 2017. This grant can be held until results of the Foundation competition are released on August 3, 2017 at which time an applicant who is successful in the Foundation competition will have the following two options:
1. Accept the Foundation Grant
Should a Program Leader be successful in the Foundation competition and accept the grant, all of their existing CIHR Open grants, including their Project grants, held as a Nominated Principal Investigator will be terminated and replaced by their Foundation grant. Note that grants on which they are a co-principal investigator or co-investigator will not be terminated.
In this instance, the Nominated Principal Investigator can keep the funds received from any existing CIHR Open grants, including Project grants, until June 30, 2017 as the Foundation grant would begin July 1, 2017. Please note, the Project grant funds received from the Fall 2016 Project competition will not be included in the Stage 2 Foundation budget baseline as the calculation is based on the grants held by the applicant as of the date of the Stage 2 application deadline, which is prior to the decision date for the Project Fall 2016 competition.
2. Decline the Foundation Grant
Should an applicant be successful in the Foundation competition and choose to decline the Foundation Grant, the Nominated Principal Applicants on all existing CIHR Open Grants will continue to hold and receive funding for those grants, including their Project Grant. No existing CIHR Open grants would be cancelled under these circumstances.
Please note that CIHR will not consider requests to change the role of any individual on any grant for the purposes of transferring/maintaining grants that will be canceled.

IRSC – Clarification pour les candidats de Projet et Fondation
Madame, Monsieur,
Nous avons reçu plusieurs questions provenant des membres du milieu de la recherche qui demandent des précisions à l’égard de la possibilité de détenir à la fois une subvention Fondation et une subvention Projet (p.ex., la demande d’un candidat serait retenue à la fois au concours de subventions Fondation 2016-2017 et au concours de subventions Projet de l’automne 2016). Nous vous écrivons aujourd’hui dans le but d’apporter des éclaircissements à cet égard.
Si un candidat a soumis une demande aux deux concours, il devra choisir entre les deux subventions, comme ce fut le cas dans le cycle de concours précédent. D’après le calendrier d’annonce des décisions (subventions Projet : mai 2017; subventions Fondation : août 2017), la subvention Projet pourra être acceptée dès le 1er avril 2017 et être détenue jusqu’à l’annonce des résultats du concours de subventions Fondation, le 3 août 2017. À cette date, le candidat retenu pour une subvention Fondation devra choisir l’une des deux options suivantes :
1. Accepte la subvention Fondation
Si un directeur de programme est retenu pour une subvention Fondation et accepte cette dernière, toutes les subventions qui lui ont été octroyées à titre de chercheur principal désigné dans le cadre d’un programme ouvert des IRSC, y compris les subventions Projet, seront résiliées et remplacées par la subvention Fondation. Veuillez noter que les subventions pour lesquelles le candidat agit comme cochercheur principal ou comme cochercheur ne seront pas résiliées.
En pareil cas, le chercheur principal désigné peut conserver les fonds reçus sous forme de subventions dans le cadre d’un concours ouvert des IRSC, y compris les subventions Projet, jusqu’au 30 juin 2017, puisque la subvention Fondation entrera en vigueur le 1er juillet 2017. Il est à noter que les subventions Projet reçues à la suite du concours de l’automne 2016 ne seront pas incluses dans le budget de base à l’étape 2 du concours de subventions Fondation, car le calcul est basé sur les subventions détenues à la date limite de présentation des demandes à l’étape 2, laquelle précède la date de décision pour le concours de subventions Projet de l’automne 2016.
2. Décline la subvention Fondation
Si un candidat est retenu pour une subvention Fondation et qu’il choisit de la refuser, les candidats principaux désignés pour toutes les subventions existantes octroyées dans le cadre d’un concours ouvert des IRSC conserveront et continueront de recevoir les fonds de ces subventions, y compris de leur subvention Projet. Aucune subvention en cours obtenue dans le cadre d’un programme ouvert des IRSC ne serait résiliée dans ces circonstances.
Veuillez noter que les IRSC n’étudieront aucune demande relative à la modification du rôle de toute personne, pour toute subvention, aux fins du transfert ou du maintien des subventions qui seront annulées.
