1.0 – ASSESSMENT POINTS
1.1 For the purpose of assessing the appropriate level of Membership Fees, all Members shall submit written notification, to the Board of Directors, through the National Director, of their FTE and TAGR not later than the commencement of the Policy and Strategy Conference.
1.1 “FTE” shall mean the number of full-time equivalent students who are paying members of the student association or were members of the student association in the prior academic year that ended no later than August 31. For the purpose of fee calculation, a part-time student member of the student association shall be equivalent to half (.5) that which constitutes a full-time (1.0) student member of the student association. A student association’s FTE shall be confirmed by documentation from the office of the Registrar of the institution at which the student association is located. A letter requesting this documentation shall be sent by CASA to the office of the Registrar at each such institution by June 30th.
1.2 “TAGR” shall mean the total annual gross revenue of a student association for the fiscal year ending in the previous calendar year. A student association’s TAGR calculation shall include revenues gleaned through student association operations and services; membership dues; and, corporate sponsorship. A student association’s TAGR shall be confirmed by documentation from the audited financial statements submitted by the student association.
1.3 The calculation of the Assessment Points for a member association shall be according to the following formula:
Assessment Points = (FTE + 2 * TAGR/1000) – 1000.
2.0 – ASSESSMENT POINT VALUE
2.1 At the Annual General Meeting, the fiscal value of an Assessment Point shall be established, in Canadian dollars, by Special Resolution for the ensuing Fiscal Year. Any proposed increase in the fiscal value of an Assessment Point greater than the annual average of the monthly Canadian Consumer Price Index (CPI) must be passed by an Extraordinary Resolution.
3.0 – MEMBERSHIP FEE STRUCTURE
3.1 There shall be three (3) levels of annual Membership Fees:
i) Full Membership Fees shall be calculated by multiplying Assessment Points by the designated Assessment Point Value set by the membership;
ii) Associate Membership Fees shall be calculated by multiplying their Assessment Points by the designated Assessment Point Value set by the membership, and then further multiplying by the appropriate fraction based upon their year of Associate Membership; and,
iii) Provisional Members shall not be required to pay any Membership Fees, but must be prepared to pay the appropriate pro-rated Membership Fee upon approval of their membership at the next General Meeting. The pro-rated Membership Fee shall be derived from the multiplication of the annual fee by the ratio of the number of days remaining in the year to the total number of days in the year (three hundred and sixty-five (365) days).
3.2 Membership fees shall be subject to a maximum and a minimum, established in Canadian dollars at the Annual General Meeting by Special Resolution for the ensuing fiscal year. Any proposed change in the fiscal values of the maximum and minimum greater than the Canadian Consumer Price Index (CPI) must be passed by Extraordinary Resolution.
4.0 – PAYMENT OF MEMBERSHIP FEES
4.1 Members shall pay thirty percent (30%) of their Membership Fees by the first of July in any calendar year. The remainder shall be paid by the first of October in that calendar year.
4.2 In the event that a Member cannot pay thirty percent (30%) of their assessed fees by the first of July, the Member must notify the Board of Directors, through the National Director or the Regional Director, and make alternate arrangements for payment. Any such alternate arrangements with the Board of Directors must be in writing, and signed by the Treasurer, or designate, and a signing officer of the student association.
4.3 The National Director shall forward an invoice of the complete fee breakdown, including the financial equation and enrollment figures used. The invoices shall be forwarded to the members at least one (1) month before payment is due. A financial penalty shall be assessed to all members that default on membership dues of a rate of three (3) percent every fifteen (15) calendar days or portion thereof, compounded. The National Director will send a detailed invoice of the current formula and current account balance to each member school in arrears every two weeks.
