Scene to Scene Transition has significant differences in time&space from panel to panel.
In this page from the Japanese comic "One Piece", the two guys were just talking and walking in the first panel, but move to the second panel, they were suddenly caught in a huge giant's hand. The scene transports viewer, and the use of Scene to Scene Transition significantly cut down on number of frames.
