Removing Informational Barriers: Best Practices in Communicating Student Financial Assistance Reviews

Presenters: Emily Kelsey and Jennifer da Silva


Emily Kelsey joined the Student Financial Assistance Branch in 2014 at a Research Policy Analyst. Prior to joining the Ontario Public Service, Emily worked in the financial aid office at the University of Toronto. She completed her undergraduate studies in Economics and Sociology at the University of Toronto.

Jennifer Da Silva is a Policy Advisor with the Ontario Student Financial Assistance Branch. Her work within the Ontario Public Service includes student financial assistance, as well as health-related files including rural medical education and medical school expansion. Prior to joining the OPS, Jennifer worked as an Analyst at the Council of Ontario Universities. She completed her studies at both Queen’s University and York University.

Session Description

This presentation will focus on a national study developed by the Ontario Ministry of Training, Colleges and Universities and Higher Education Strategy Associates (HESA). The study involved surveying and interviewing college and university financial aid administrators to better understand the informational barriers post-secondary students face with respect to government financial aid reviews. In addition, HESA is currently developing recommendations for improving and simplifying student-facing communication materials for review and appeals processes.
