POSITION OVERVIEW

Become the Monitoring, Evaluation and Learning (MEL) Advisor or Specialist with a team that is at the

forefront of driving global policy action on antimicrobial resistance challenges. Please note that we are

only hiring for one position; the title and corresponding salary band will be dependent on the selected

candidate’s level of experience and education.

The Global Strategy Lab advises the world’s governments and organizations like the World Health

Organization on how to design laws, policies and institutions that address transnational health threats and make the world a healthier place for everyone. In addition to being a world class research unit with a long track record of bridging the gap between research and global health action, we have a track record of using evidence to inform action. Building on our research and policy leadership in the field of antimicrobial resistance, The Global Strategy Lab has received substantial start-up funding to build a new think tank focused on bridging the gap between research and AMR action.

The think tank will draw on the Global Strategy Lab’s existing research programs, but with a mandate to undertake rapid and applied projects that leverage global science and insights to respond to urgent global policy needs. This new mode of operation will further allow GSL to expand its policy impact. The think tank will initially undertake three programs of work: 1) providing rapid advice to governments and civil society organizations in response to requests for evidence on antimicrobial resistance policy, implementation, and evaluation; 2) seeding actionable policy proposals from leading experts in the field and from related areas; and 3) building capacity to support policy development and research around the world.

We will be working remotely during COVID-19 and will continue to support flexible and remote working arrangements going forward.

MONITORING, EVALUATION AND LEARNING (MEL) ADVISOR/SPECIALIST

RESPONSIBILITIES

Reporting to the Managing Director and the Director of Policy as a member of the think tank’s rapid advisory team you will lead the new think tank’s internal monitoring and evaluation processes, and support external client-facing advisory work. Specifically, you will:

Internal M&E Processes (40%)

● Develop and implement an internal monitoring and evaluation strategy for rapid advice program to

inform the think tank’s strategy, sustainability, and impact;

● Works collaboratively with think tank staff to design and implement a MEL framework to align with

program goals and objectives;

● Work alongside an external evaluation team to ensure that our internal processes align with donor

requirements;

● Supports program leads and other staff on monitoring and evaluating program results to ensure

continuous quality improvement based on evaluation findings;

● Summarizes and synthesizes analyses and assists with the preparation of documents and presentation materials;

● Leads the production of coordinated quarterly/annual plans and reports;

● Develops data collection tools in collaboration with program stakeholders and staff; and

● Lead data collection, analysis, synthesis and reporting for the evaluation strategy (including support in training, documentation, process mapping, and analysis of data using statistical, qualitative, and quantitative methods)

Rapid Advisory Program (60%)

● Work with the Global Strategy Lab’s rapid advisory team to provide rapid advice on the implementation and evaluation of policy responses to antimicrobial resistance challenges across One Health sectors;

● Design implementation, monitoring and evaluation plans for policy options, and lead qualitative

and quantitative analyses as part of client projects;

● Lead data collection, analysis, synthesis and reporting for monitoring and evaluation aspects of advisory projects (including documentation, process mapping, and analysis of data using statistical, qualitative, and quantitative methods);

● Advise on best practices and provide technical support across all implementation and evaluation activities for our external clients;

● Liaise with key partners to ensure evaluation strategy is working towards shared outcomes, and communicate on the progress and evolution of evaluation strategy with all stakeholders;

● Support Capacity Building initiatives by providing training and advice on M&E best practices, procedures and tools;

● Support knowledge mobilization and outreach efforts; and

● Other duties as required.

WHAT YOU BRING

Education and Experience

● A strong quantitative background with a graduate degree (PhD preferred) in a related field (e.g., epidemiology, social science, applied statistics, policy evaluation, program evaluation etc.); and

● At least 5 years of experience providing technical expertise in developing and implementing MEL systems, including planning, collecting, analyzing, and reporting information for assessing progress and ensuring program and data quality.

Knowledge, Skills, and Attitudes

● Strong knowledge of program evaluation, implementation science, data analysis and data management in a global health or development context;

● Strong evaluation design skills and expertise in quantitative, qualitative, and mixed methods analyses;

● Robust experience in project planning, data collection, and project management;

● Advance knowledge of statistical analysis, quantitative and qualitative data collection and analysis, and data management. Proficiency with statistical analysis software and data visualization software (e.g., Stata, R, SAS, Tableau);

● Strong organizational skills and attention to detail;

● Verbal and written communication skills;

● Strong leadership and strategic thinking, and the ability to work independently;

● High level of judgment, tact and diplomacy in interacting with a variety of internal and external stakeholders (with ability to influence them); and

● Excited about working with a global and diverse team of passionate and driven people, with sensitivity to language, culture, and remote working arrangements.

Desirable Experience (but not essential)

● Knowledge of antimicrobial resistance and/or policymaking processes in governments and international governmental organizations, including knowledge of best organizational practices around ethics, equity, diversity, inclusion, and sex- and gender-based analysis+;

● Experience working in non-profit organizations, start-ups, research hospitals, consultancies, and/or university research group settings, especially any experience leading implementation science projects in low- or middle-income countries.

COMPENSATION AND TERM OF EMPLOYMENT

The Monitoring, Evaluation and Learning Advisor/Specialist (one role available) will be working remotely until in-person activities resume at the Global Strategy Lab, although continued remote work is an option.

Annual salary will range from $60,300-73,700 for an MEL Advisor and $70,000 - $94,300 for an MEL

Specialist; appointment to the Advisor or Specialist role is depending on the individual’s experience and education. The Lab’s commitment to pay equity necessitates that we will not be able to offer a salary outside of the range provided. The successful candidate is expected to work approximately 40 hours per week. There is one position available.
