2.1.0 Development Proposals

2.1.1 Background

       Between February 24th and 28th 2000, four architectural firms participated in the Burnaby Mountain Community Charette at the behest of the BMCC. The purpose of the Design Charette was to come up with concept visions of development on Burnaby Mountain. The firms invited were,

       The firms were given a series of technical base maps upon which to develop their concepts and had leeway to develop their plans within the spirit of the Vision Statement of the BMCC. The firms were encouraged to explore imaginative and innovative designs involving mixed-use developments, environmental design, and social planning. Requirements were for the firms to roughly follow the Official Community Plan (OCP) for SFU, which calls for up to 4,536 housing units on approximately 65 ha (160 acres) in two major neighbourhoods, and provides for new school sites, parks, community facilities, and commercial services. The Zoning By-law establishes two additional special zones for the SFU lands: P11 and P11e (SFU Neighbourhood District). In addition to the OCP provisions, these By-laws set out permitted uses, lot area and width requirements, yard setbacks, and parking requirements within the SFU Neighbourhood District.        The purpose of the OCP and Zoning By-law was to create certainty as to what development rights are vested with the lands, in return for the transfer of approximately 800 acres of land outside of the Ring Road to Burnaby. Burnaby Planning officials indicated a willingness to consider amendments to both the OCP and Zoning By-law, where it could be demonstrated that such modifications would contribute to improved community designs. The firms were encouraged to bear this in mind when developing their concepts.
