The brushes in a scatter plot have two brushing modes, uniform and fisheye modes. A pop-up menu associated with the brush allows you to select brushing modes. You can hold down the right mouse button inside a brush to bring up its pop-up menu and make a selection.
By default a brush is in uniform mode when it is created.
