Upward masking. In the first case, the lower tone quickly masks the upper one, and you probably could only hear the first 3 or maybe 4 steps of the ramp.
In the second case, the upper tone fails to mask the lower one, and you probably heard 8 or 9 steps of the ramp.
This illustrates the masking diagrams which showed that masking affects frequencies above the masking spectrum much more, and much less below it.
