Re-fresh (timecode)   

Timecode which has been recorded may lose some of its high frequency signal and thus the ideal rectangular waveforms which represents the data may become rounded Timecode devices need the instant on/off of a sharp edged waveform to properly function.
 
A refresher has an input for this less than perfect code and instantly generates a more rectangular or “clean” version. 

Very useful for timecode coming off a VHS deck.
