Frames are combined into bursts
- Approximate frame end time
- Next frame is part of a burst if the rate is greater than 11,000bps
- 0.01 second is the accuracy of the CDPD Protocol Analyzer.
Frames are time-shifted backward in time to approximate the arrival time
- Up to the send time of the previous frame
