If block x holds a packet belonging to queue(i)
- next_register(x) is the address of next block belonging to queue(i)
- vci_out_vector(x) holds the updated VCI bytes for the packet inside block x
- If ready_flag(x) is high, block x has a valid packet. If it is low, block x is empty
