Problems

• Cannot differentiate packet losses caused by congestion from link errors

• Assumes that packet loss is due to congestion and resolves it by decreasing sending rate

• In wireless networks:

  • high probability of packet loss is caused by transmission error/mobility
  • temporary: it can recover itself
  • congestion control degrades TCP performance
