We will assemble indicators
at three levels: indicators of innovation in firms, indicators underlying
the determinants of cluster strengths, and indicators of the effectiveness
of the regional system of innovation. Some of the characteristics that will
be assessed: availability of data (published, deducible from published sources,
obtainable from special runs, obtainable from special purpose surveys), reliability,
consistency between regions and internationally, diagnostic power (e.g. input
or output indicators). Finally, we will investigate the extent to which indicators
at one level can be related to or derived from indicators at another. A start
will be made to quantify the relationship between indicators and outcomes.
