Introduction

Hello friends.  I'm Bob MacKenzie, and I manage the Washington State
Plant Operations Support program.  The program is actually a
self-supporting consortium of public facility managers in Washington,
Alaska, Oregon and British Columbia and seeks to avoid "reinventing the
wheel." We have found that voluntary cooperative sharing, clearinghouse
functions, assessment programs and outright resource collaboration saves
taxpayer dollars and allows limited staff to do more with less.  Since
most facility managers wear many hats, it seems natural to remain
abreast of Emergency Preparedness issues.  I look forward to receiving
and providing useful information for the benefit of the consortium and
