Introduction

In am an Occupational Hlth & Safety Specialist with a emphasis in industrial hygiene at the Univ of Mn Duluth, a campus of about 50 buildings, 9000 students and 1500 faculty and staff.  I have recently inherited the emergency response coordinator responsibilites when the former Police Cheif retired. We have had a real problem in some buildings where staff and students are not evacuating the building during alarms.  In some cases, professors did not even release the class.  The campus Safety, Health & Emergency Preparedness Advisory Commitee has put together a Campus Emergency Information Desk Reference, which will be distributed to all faculty, staff and student resident advisors. We have also place evacuation route signs on all levels of all buildings. I am attempting initiate evacuation drills at least in buildings with higher risks and population exposures, but meeting with alot of resistence.  Just wanted to hear what others on doing about this problem.  How many are using floor monitors, marshalls or wardens, and do you have people in charge of specific exits to ensure occupants don't re-enter buildings before the all clear signal is given?  Thanks in advance for your comments, experiences, and suggestions
