Emergency Response Responsibilities on Campus

I am trying to apply some urban experience to a post-secondary
situation.  I have put together a list of responsibilities that I  think
would have to be attended to in a campus emergency (just about any
emergency).  They are not in any particular order, I wrote them down as
I thought of them, and I reckon with more time and effort they could be
grouped into functional areas (please bear with me).  Except where
noted, I think the University would be involved to a greater or lesser
extent in all of these responsibilities.  If you have a few minutes,
maybe you could look at the list and tell me what I have forgotten or
overlooked.  Thank you.
