I meant some kind of message broadcast.
Scheduled downtimes could be announced (reminder) that way or other
useful info.

It can be some kind of pop-up like window (like the SFU motd, but
triggered by an admin) or some part of the screen reserved for this
purpose (like google do ads on gmail).

We have single-sign-on login. So no specific login page for email.
(But OTOH this gave me an idea how to improve that page. :)
