One disadvantage of the current transit system is the lack of focus on the transit service in the municipalities of South of Fraser in terms of service quality, improvements of existing transit services, and consideration of new transit services. The South of Fraser Area includes Ladner, Delta, White Rock, Surrey, City of Langley, and Township of Langley. Currently Translink is developing the South of Fraser Area Transit Plan, which identifies 1-5 year priorities for developing innovative, integrated, and cost effective solutions. So far Area Transit Plans for the region of South of Fraser River is still underway.

Tranditionally, travel patterns focused towards downtown Vancouver. During the recent years, however, that pattern changed into travelling to region to region. It was for this reason why the Canada Line, a 19.5km line which central Richmond, the Vancouver International Airport, and Vancover, is developing. Not only Richmond, but also regions of South of Fraser requires improved transit network in order to serve multiple origins and desitinations.

According to Translink, market research showed more bus routes and a richer network of travel option are desired and travel lines are to all Town Centres from all areas. To build an even better transit system, expansion of the current transit system farther into South of Fraser area should be in consideration. This project is focused on finding area in South of Fraser that are suitable for expanding the existing transit system for more highly developed and integrated network of frequent, direct and reliable rapid transit routes. In this project, Richmond is included into study area as well to see for possibilities of expanding the Canada Line into South of Fraser region.
