Soft handoff: pilot sets
Handset considers pilots in sets.
Active set refers to pilots currently in use.
Candidate set refers to pilots not currently in use, but are requested by mobile because they are above the threshold value.
Neighbor set refers to pilots in the near-by sectors.
Remaining set refers to any pilot not belonging to other sets.
