Problem description
TCP cannot differentiate packet losses caused by congestion from link errors.
TCP assumes that packet loss is due to congestion and resolves it by decreasing the sending rate.
In wireless networks:
- high probability of packet loss caused by transmission error/mobility
- packet loss may be temporary
- the network can recover itself
- congestion control degrades network performance.
