The constraints for this analysis concerned the
land use of the city of

Recreation and protected natural areas

Lakes and water bodies

Open and undeveloped areas
5.
Transportation, communication and
utilities
6.
Agricultural areas.
The land use map was
assigned new values and reclassed to reflect these
constraints. All other land use that could possibly have a victim services centres are identified in light green.

The factors for identifying the population that is
vulnerable to being victims of crime are:

Areas with higher aboriginal
population
2.
Areas with higher
incidences of people earning a low income
3.
Areas with higher
minority populations
4.
Areas with higher
proportions of women

than average aboriginal people. The peach colour
indicates these areas.

This map reveals
where lower income earners live in larger numbers (in light purple). With a few
exceptions, the map shows people that fit into this category tend to live in eastern
