Jarman Methodology

The implementation of the modified Jarman Index is fairly straight forward. Most factors can be drawn from the Census data fields, which only require data tables to be converted from absolute numbers to relative numbers. All factors are standardized by the average index value for the entire GVRD. The same steps could be followed on both the Census Tract (CT) and the Dissemination Area (DA) level.

            The weights corresponding to these three factors were all divided by two. The incentive for this is that the weights assigned in the original Jarman Index all were developed on the basis of households, which commonly include multiple people. The incorporation of 50% weights for these three factors is not an ideal solution but it may well be the best of many non-ideal solutions. This is due in part to transparency and consistency, and in the case of skewed results it would be a simple matter to go back change.
