PART A. GENERAL DESCRIPTION OF THE GIS DATABASE:

    GEORGIA HAZARDOUS SITE INVENTORY
    JULY 1, 1999


1.0 Identification / Project Background

The Hazardous Site Inventory (HSI) is a list of sites in Georgia known or suspected of having had a release of a regulated substance above a reportable quantity and which have yet to demonstrate compliance with the more-restrictive risk reduction standards in the Rules for Hazardous Site Response. The HSI is compiled and published by the Georgia Environmental Protection Division (EPD). At least once each year, EPD will publish the HSI and send one copy to the clerk of the superior court of each county in Georgia. The clerk is required to keep the most current copy of the HSI where the deed records are kept so that anyone may have ready access to it. The first edition was published July 1, 1994 and included 279 sites. The July 1, 1996 edition included 336 sites. The July 1, 1997 edition included 375 sites. The 1998 edition added 35 sites and removes 9 for a total of 400 sites.  Today’s 1999 edition adds 37 sites and removes 10 sites for a total of 427  sites.

The locations contained in this GIS database were determined by  points marked on U.S. Geological Survey 7.5 minute topographic quadrangle maps based on location information supplied in most cases by the property owner(s) of each site, of which some locations were verified by the site compliance officer during field visits. These points represent, to the degree possible, the geographical center of the release site, not of the property or facility. The HSI database information was then processed to the location information and published in this GIS database.

The GIS database described in this publication contains both geographic entities (point locations) and their associated attributes that describe certain characteristics of the geographic entities for the 1999 Hazardous Site Inventory published by the Georgia Environmental Protection Division. The attribute items in this database include property owner information, site location information, regulated substance descriptions, EPD-assigned site numbers, and site class. The database is more fully described in the following sections.

2.0 Data Quality

2.1 Attribute Accuracy

There are two sources of error in the HSI database which can be attributed to either data entry error or property owner supplied information errors. Data entry errors result from the entry of data by the Hazardous Sites Response Program data entry person, however the data is checked for typographical errors prior to the each publication of the HSI. Other errors may result from erroneous location information supplied to EPD by the property owner of each site. This error may not be easily corrected without direct verification of information from the property owner of each site.

2.2 Logical Consistency

This database has been checked by Georgia EPD for any logical consistency errors; i.e., each of the site locations were within the correct county indicated in each data record . All of the HSI sites were correctly labeled and located within the state boundaries. There are no sites missing from the database as of the July 1, 1999 edition of the HSI.

2.3 Completeness

The data included with this GIS database is complete, there are no data records without a geographic location. Some attribute fields are left blank intentionally, as the attributes may be non-applicable or unknown at the time of publication. The database records described in section 5.0 are complete for each site location.

2.4 Geographic Accuracy

The Georgia EPD has adopted a positional accuracy standards for the development of its
GIS databases of < 25 meters. The positional accuracy of this database is variable, due to the fact that most location information was supplied to EPD by the primary property owner of each site. The majority of the site locations do meet the EPD standard, with the locations that do not being located prior to the adoption of the standard. The sites were located from USGS 7.5' topographic quadrangle maps and then digitized from US Census Bureau digital Topologically Integrated Geographically Encoding and Referencing (TIGER) digital files. The positional accuracy of the US Census Bureau TIGER files meets the National Map Accuracy Standards for a USGS 1:100,000 scale product, which is plus or minus 167 feet. All of the locations in this database were derived from locations on the US Census Bureau TIGER digital files and plotted in a Latitude/Longitude Grid system in decimal degree units to the nearest 10,000th of a decimal degree.

2.5 Lineage

The Hazardous Site Response Act of 1992 requires that a property owner who discovers a release of a regulated substance must report the release to the Hazardous Sites Response Program (HSRP) of Georgia EPD. When the release is reported, the HSRP evaluates the severity of the release and determines whether the release is above the reportable quantity for that substance. If the site is above a reportable quantity, the HSRP places the site on the HSI and the site information is appended to the HSI including its location. Most of the sites in this database were located by the Georgia EPD from location information primarily supplied by property owner, some were located by EPD Compliance Officers and geographic coordinates were determined from USGS 1:24,000 scale topographic maps. All attribute data was entered into the HSI GIS database from the paper records for each HSI site.

3.0 Spatial Data Organization Information

The geographic features in this database are organized as points which represent the location of the chemical release at each site on the HSI. Each point has a unique 5 digit identification number assigned by Georgia EPD which is used to internally track and organize site information. There are 427 HSI Sites in this GIS database plotted in a Decimal Latitude/Longitude degrees coordinate system using the 1983 North American Datum.
4.0 Spatial Reference Information

The geographic features in this database are stored as a set of geographic coordinates using decimal degrees of latitude and longitude to the 1/10,000th of a decimal degree.


5.0 Entity and Attribute Information

In this database, the only geographic feature, or entity, is the site location. The site location is the geographic center of the site.

Attributes, or items of information, describe certain characteristics of the geographic entities. In this database, the attributes describe the following site characteristics: EPD HSI identification number, US EPA identification number (if applicable), site name, site address, site county, property owner (1, 2, 3, & 4) name, property owner address, property owner phone number, contact EPD compliance officer name, latitude & longitude of site, applicable USGS 7.5' quadrangle map(s), Reportable Quantities Screening Method worksheet information, regulated substance name(s), and site class number. Each site’s unique identification label is the EPD HSI site number. This label is used in the database to link the attribute information to the corresponding site location.

6.0 Distribution Information

This database is maintained by the Hazardous Waste Management Branch of the Georgia Environmental Protection Division as the 1999 HAZARDOUS SITE GIS Database. This GIS Database contains the locations of the sites on the Georgia Hazardous Sites Inventory, published on July 1, 1999. The data includes locations and associated    attribute data including: location address, property owner address, RQSM Scores,  the primary substance released, etc.

2.1 Attribute Accuracy
2.1.1 Attribute Accuracy Report:
All of the attribute data was taken by the Georgia Hazardous                 Waste    Management Branch from the 1999 publication of the                 Georgia Hazardous Sites Inventory published by the Georgia                 Hazardous Waste Management Branch. The attribute data is                 checked for accuracy annually prior to every new publication                 of the Hazardous Site Inventory. Any questionable attribute                 accuracies were investigated, and usually the site                     owner/operator of the site in question was consulted for                 verification of any changes. Database structure integrity was                 checked for any errors after processing and none were found.

2.2 Logical Consistency Report:
There were no logical consistency errors reported during                 quality checks of this database.
2.3 Completeness Report:   
The data included in this database is complete. There are 427                data records attached to 427 geographic point locations. There                 are no locations without attribute data, and there are no                 attribute records without a geographic location.

2.4 Positional Accuracy:
The location of each site was checked with each publication of                 the Hazardous Site Inventory. The database accuracy meets                 National Map Accuracy Standards for the stated scale                     (1:100,000).

    APPENDIX A. DETAILED PROCESSING DESCRIPTION

This appendix describes the processing steps used by the Georgia EPD Hazardous Waste Management Branch to locate and  plot HSI Site locations and corresponding attribute information. The attribute data previously existed in a FOXPRO database file, with a field for latitude/longitude location. The site locations were generated from this location field in MAPINFO after importing the FOXPRO database file. The database was then converted into ARC/INFO interchange format for publication.


Site location methods

There were various methods for determining HSI site locations including both digital and analog means:
1) coordinate calculation from USGS 7.5' topographical maps and 2) digital coordinate calculation from US Census Bureau TIGER Line files. Numerous site locations were calculated directly from USGS 7.5' topographical maps using the standard coordinate calculation methodology presented in the US EPA document  “Guidance for Performing Preliminary Assessments under CERCLA” . Newer sites which have been listed on the HSI were located using US Census TIGER Line files in MAPINFO, and geographic coordinates were calculated digitally from the TIGER Line files.

Data Processing

Latitude/Longitude coordinates were entered into a FOXPRO 2.6 database file (.DBF) containing fields for geographic position. All other attribute information was entered into the database by the HWMB from the paper files containing site information. This database is checked by the HWMB prior to each publication of the HSI for errors, errors that were found have been corrected for this database publication.

All HSI site coordinates calculated from USGS topographical maps expressed in Latitude/Longitude Degrees were converted to Decimal Degree values using a FOXPRO conversion program. The decimal degree values were than entered into the FOXPRO database in the appropriate fields.

GIS Processing

When each record contained a decimal degree location value, the FOXPRO database was imported into MAPINFO for GIS display. In MAPINFO, points were created automatically from the database fields of LAT_DECM and LON_DECM. This point file and associated attribute file was then exported into ARC/INFO interchange format (.E00) using the software package ARCLINK 2.0. The final product consists of 427 points in a decimal degree coordinate plane using the 1983 North American Datum, with corresponding attributes in ARC/INFO interchange file format.
