Abstract:
The U.S. Environmental Protection Agency's (USEPA) Reach Files are a series of national hydrologic
databases that uniquely identify and interconnect
the stream segments or "reaches" that compromise
the country's surface water drainage system. The
three versions of the Reach File that currently
exist, known as RF1, RF2, and RF3 respectively,
were created from increasingly detailed sets of
digital hydrography data produced by the U.S.
Geological Survey. The USEPA enhanced these
datasets by assigning a unique reach code to each
stream segment, determining the
upstream/downstream relationships of each reach
and, when possible, identifying the stream name
for each reach. This dataset is an extraction of
the major streams from the Reach File 3 (RF3)
database. It is equilalent to RF1 in its reach
representation, but contains the more accurate
geometry og RF3. The resulting file was "clipped"
to the state boundary using 1:100,000-scale
boundary data from the Census Bureau's 1990 TIGER
Line files.
Purpose:
Reach codes provide a common nomenclature for the Federal and State reporting surface water
conditions as required under the Clean Water Act.
In addition, the hydrologic transport network
defined within the Reach Files enasbles the
modeling and visualization of waterborne pollution
associated with both point and non-point sources.

Process Description:
Reselected linework using the ARC RESELECT command and the query RF3ORGFLG = 1. In addition, in order to restrict linework to the
state of Georgia and still retain the topological connectivity of RF3,
the lines were reslected in Arcplot using the OVERLAP option with the
Ga. county100 data layer as the overlap coverage. This method selected
all arcs that have any portion that fall within the state
boundry. Unfortunaly, some arcs along boundry streams do fall
completely outside of the state and therefore were not included in
this selection, causing a discontinuity in the stream network. This
problem may be fixed in future versions.
