Building Evacuation Policies & Fines?

UWO has experienced some problems with occupant co-operation in fire alarm
and even working fire situations. People do not leave and even re-enter the
buildings.

What policies are in force at your institution and are there any
organizations that utilize fines or other measures to assist with enforcement?
