RE: Building Evacuation Policies & Fines?



At our College in Winnipeg, the past President demanded that college staff 
members take lead roles in building evacuation,(disciplinary action was 
threatened).

1. We increased the number of scheduled evacuation exercises to one 
building every 2 weeks. This works out to 2 exercises per academic year.
2. We have identified fire marshals who are assigned specific areas to 
ensure evacuation and are issued hats to identify their authority.
3. Our safety department, along with Security and evacuation monitors, 
observes the progress of all scheduled evacuations and report problems 
(mechanical and people). It has been announced through our safety committee 
that evacuation exercises that receive a failing grade are repeated shortly 
after the initial one is completed.
4. Email messages are immediately sent to all staff indicating problems 
encountered, or extending kudos, with respect to the exercise. This has 
been very effective as a part of this requires sending supervisors direct 
messages with respect to problems encountered with staff members from their 
areas.

UWO has experienced some problems with occupant co-operation in fire alarm
and even working fire situations. People do not leave and even re-enter the
buildings.

What policies are in force at your institution and are there any
organizations that utilize fines or other measures to assist with 
enforcement?
