This document describes a process framework to address the issues in the process undertaken in system-level evaluations of mental health initiatives. System-level evaluation seeks to understand and measure the impact of interventions on multiple programs or total populations, not merely the outcome of one particular program. The framework was developed using the findings of a systematic literature review and in consultation with experts and stakeholders in Alberta.
