Announcement of Increase to PST on parking rates, from 7% to 21%


The Provincial Government and Translink have announced that the PST on parking fees will increase from 7% to 21% for all parking rates in effect from January 1, 2010 onward.  (For your information the official announcement is located here: http://www.sbr.gov.bc.ca/documents_library/notices/Notice_to_Parking_Sellers.pdf)


All parking prices on the Burnaby campus are inclusive of taxes. As a "parking seller", SFU must therefore collect an additional 14% PST from everyone who purchases parking as of January 1, 2010.

 
People using visitor lots will see rate increases of 14%, rounded to the nearest $0.25, effective January 1, 2010.

People purchasing parking permits that are valid in 2010 will see an approximate increase of 14% as the embedded taxes on our permit rates are raised from 7% to 21%. This will affect those purchasing parking through payroll deduction and those who are purchasing semesterly permits, effective immediately.  The tax is based on when the parking is valid, not when you purchase it.
 
Our community recently went through a very long and detailed process of developing a Parking Management Plan and a Differential Pricing Adjustment. That process was at times painful as some parking lots had their prices increased significantly in order to meet our management, development, and sustainability goals. We would have preferred to not subject our community to another significant parking pricing increase, but this was a TransLink decision over which we had no control.

It is unclear at the moment how parking will be treated when the Harmonized Sales Tax is introduced on July 1, 2010.

Parking rates will be updated on December 16, 2009.


Parking Enforcement Update - April 2009

SFU was not involved in the recent lawsuit brought against the University of British Columbia concerning the validity of parking fines at UBC.  However, in light of the judgment in that case, SFU wishes to take this opportunity to clarify its position on parking enforcement on its Burnaby campus.  SFU is entitled to enforce, and will continue to enforce, its parking fee and enforcement regulations on an ongoing basis. Fees for parking must be paid without exception.  While the court decision restricts the ability of universities in B.C. to charge fines, SFU continues to be able to impound vehicles parked in contravention of the parking regulations.

1. Effective April 1, 2009 SFU will no longer issue parking infraction notices or “tickets”; nor will it collect any outstanding fines.

2. Instead of issuing “tickets”, up to two warning notices will be issued, provided you have no history of parking infractions on campus.

3. For infractions other than those enumerated below, SFU will continue to enforce parking regulations with immobilizing devices. A fee related to the cost of applying and removing the device must be paid before the device will be removed.

4. Where a vehicle is parked in an unsafe location, such as a fire lane or emergency exit, it will be towed, and towing and storage charges must be paid before the vehicle will be released to its owner.

5. Where a vehicle is improperly parked in a reserved parking spot, including spots reserved for drivers with a disability, it will be towed, and towing and storage charges must be paid before the vehicle will be released to its owner.

6. For a first such infraction, the vehicle will be towed to an on-campus site. Thereafter, it will be towed to an off-campus towing operation.

7. Any further infractions may result in the permanent withholding of parking privileges.  These parking controls are consistent with existing parking regulations and with the decision of Goepel J. in Barbour v. UBC.

 

Parking is a limited resource at SFU. Safety and the orderly flow of traffic remain paramount concerns.
