Introduction

          Vancouver and the rest of the Greater Vancouver Regional District (GVRD) are known to have an intense rainy season starting around October and ending around March/April depending on the year as weather patterns constantly change. As temperatures drop as well, there is a possible chance of the GVRD receiving snow on the grounds during the months of December, January, February, March and possibly April depending on the temperatures each year. The problem with this is that basically during half the year, the population of motorcycle enthusiasts living throughout the GVRD cannot ride their motorcycles or they choose not too because it is very dangerous to ride on wet pavement as the tires may lock, sending their motorcycles skidding recklessly and possibly causing an accident. Therefore, half of the year it is too cold for motorcyclists to ride and during the other half it is perfect for riding as the temperature is a lot warmer outside. As a result , motorcyclists have to plan alternative things to do during the cold part of the season. This includes storing the motorcycle away for the winter and jumping back into their cars as their temporary mode of transportation besides public transit.

          So, what do these people do during the cold half of the year? Well nothing much except enjoy what Mother Nature has to offer such as snow on the mountains in which skiing/snowboarding may be an alternative sport for the winter. But for those that aren’t into winter sports, they are left with nothing to do except for hibernating for at least 5 months until riding season starts all over again. Therefore my project proposal is to eliminate the boredom for these motorcycle enthusiasts as well as the general public who are interested in wanting to ride motorcycles but are not allowed to own a real motorcycle. How I am going to eliminate this boredom, especially during the winter season is by finding suitable locations towards building an indoor race-track for miniaturized motorcycles known as “pocket bikes”. Basically pocket bikes are miniaturized motorcycles that work exactly like a real sized motorcycle but is greatly reduced in size. By building this facility, it will release the stress and tension that motorcyclists feel during the winter season because they have that urge to want to go out and ride on their motorcycles but they can not do this due to the poor weather conditions. With the building of this facility, motorcyclists can pretty much ride all year long and be happy instead of bored. Also, this facility will promote a safe environment for newcomers that are into motorcycles and would like to ride one day on a real motorcycle. The newcomers can experience the pleasure of riding even though these bikes are miniature in size. This facility can also be a practice ground for those that want to understand the feeling of freedom when you are on a motorcycle because these miniature pocket bikes are the same exact feel as what someone would feel on a life-sized motorcycle.

          This facility is based on the same concept as an indoor go-kart race track as customers over there go to race one another, using go-karts that are powered by a lawn mower engine in which they race around a track like circuit. With my facility, it will consist of motorcycle gear, a race course track as well as various models of these miniature pocket bikes for customers to use. The models of pocket bikes range in size and level of difficulty as some models will be faster and harder to steer compared to others. Site location for this facility was chosen to take place in the City of Langley as there is a current problem with police authority cracking down on people especially young adults riding these miniature pocket bikes on the street when these pocket bikes are restricted for track-use purposes only. Most of these complaints have been coming from Langley’s residential and rural residential areas. Since Langley is a growing city for the younger generation to move out here and to start a family, choosing to build this facility in Langley will prove to be a very profitable idea since there are a lot of youths and adults interested with riding these pocket bikes. Also by building this facility, it may solve the problem that Langley is having with their youths riding these bikes on the street as well as aid motorcyclists who already know how to ride to be able to come to this facility and to relieve their tension of wanting to ride during the winter season.

          By using Geographic Information System Software such as ArcGIS and Idrisi Kilimanjaro, I will create a map showing suitable locations to build an indoor pocket bike race track for the city of Langley since there is a problem with police and youths in this city as well as it is close by to Surrey where a popular motorcycle community is located due to the popular motorcycle riding school called "Pacific Riding School". Along with this map, I will show instructions and procedures on how I created the map for those interested in replicating this model and improving on it as I am still new to Multi-Criteria Evaluation.
