As mention in methodology, the three results were based on three different weight modules.  The modules were created by inputting the relative importance value within two criteria in a category.

This category is concentrated on the factors that created long-term problem for the environment.  These substances are likely to stay on the region for a longer period of time.  It is inappropriate to group this category with air emission category.
