Biography

Mark Jaccard, EMRG leader since 1988, has served continuously as a GHG policy expert. Internationally, this includes the Intergovernmental Panel on Climate Change, the Global Energy Assessment, and the China Council for International Cooperation on Environment and Development. Nationally, this includes the National Roundtable on the Environment and the Economy, the CD Howe Institute, the Canadian Climate Institute, the British Columbia Climate Solutions Council, and the Vancouver Mayor’s Climate Advisory Panel. Former EMRG grad students, of which there are over 90, serve in climate-related positions in government, industry, academia and non-government organizations. In 2011, former EMRG grad students created Navius Inc., which is the leading GHG policy consultancy in Canada. Mark Jaccard continuously conducts media interviews and public talks, writes op-eds and blogs, and has authored non-expert books such as The Cost of Climate Policy, Sustainable Fossil Fuels, Hot Air and The Citizen’s Guide to Climate Success. Twice he has taken a leave of absence to apply his academic expertise to direct action, serving as Chair and CEO of the British Columbia Utilities Commission in 1992-1997 and 2023-2025. In 2009, he was appointed to the Royal Society of Canada. And in 2025 he was awarded a King Charles III Coronation Medal and named to the Order of British Columbia.
