PAF Use for the Other Non-Continuing Category

This site is a guide for when to check the Other Non-Continuing (ONC) box on the Payroll Appointment Form (PAF). 

ONC may be selected on the PAF to initiate:

  • Compensation (or adjustments to compensation) for a non-affiliated, short-term, temporary position or a position compensated by another legal entity. 
  • A one-time, lump sum payment for work performed in the form of an honorarium or salary top-up when the work is beyond a current, non-affiliated employee’s duties.
  • A one-time, lump sum payout for overtime or vacation amounts owing.

Acronyms, terms and definitions used in these pages

  • PAF: Payroll Appointment Form
  • ESA: BC’s Employment Standards Act
  • CPP: Canada Pension Plan
  • EI: Employment Insurance 
  • WCB: Workers Compensation Board premium 
  • EHT: Employers Health Tax (replaced MSP in 2019)
  • Supervisor: The individual responsible for directing the work of an ONC employee
  • Paymaster: A business relationship where SFU provides payroll services to other legal entities that have employees working on an SFU campus, but that are not performing work for SFU. 
  • Affiliated role: A position where the nature of work aligns with an existing Collective Agreement or Basic Agreement at SFU (CUPE, APSA, POLY, SFUFA, TSSU).
  • Co-op role: Temporary, time-limited positions for students participating in an approved cooperative education program at SFU. See Co-operative Education for more information.
  • Honorarium: A gift or token payment for services, where there is no expectation of remuneration (i.e. the service would likely be provided whether or not there is payment). Policy AD3-17
  • Stipend: Compensation to cover living expenses or training-related costs (not for work performed) for an individual in a learning position.

 

A few things to note

  • Appointments for affiliated individuals should follow the established processes and policies, using the PAR (except TSSU).
  • Those receiving scholarship income are not employees.

 

When to Check Other Non-Continuing on the PAF

Other Non-Continuing appointments are temporary, short-term positions for individuals who are not a member of an affiliated group:

  • Not affiliated with CUPE, APSA, APEX, POLY, SFUFA or TSSU.
  • Compensated by SFU Payroll (subject to source deductions).
  • Number and scheduling of hours may be variable.
  • Duration may be variable but not longer than 3 months and the individual is expected to work irregular hours and work fewer than 20 hours over the length of the appointment.

 

The PAF may be used to:

  1. Initiate compensation for a short-term position with an hourly or bi-weekly pay cycle:
    • Typically seasonal, event based, short-term, task-focused, and intended as a one-time engagement. 
    • Hours are tracked using a Timesheet
  2. Initiate a one-time, lump sum payment as a final or one-time compensation payment:
    • Concludes the appointment.
    • Must be paid within eight days of the last pay cycle related to individual’s appointment period.
  3. Initiate a one-time, lump sum payment for additional duties beyond current job description:
    • If affiliated, use Add Pay Form.
  4. Initiate a lump sum payout for overtime or a vacation amount owing.
    • Not affiliated with CUPE, APSA, APEX, POLY, SFUFA, or TSSU.
    • Compensation is subject to source deductions.
  5. Initiate a one-time, lump sum payment for an employee performing work for SFU where remuneration is not expected (honorarium):
    • If affiliated, use Add Pay Form.
    • Performing work for SFU one time or infrequently.
    • Amount is less than $2,500 and is subject to source deductions.
  6. Appoint an individual governed by a Paymaster relationship
    • Working at an SFU site but not performing work for SFU.
    • Compensated by another legal entity via SFU Payroll (KBHN, union executive)

Employment standards & policies

RATE OF PAY

Living wage should be paid to all employees, unless they are:

  • On a co-op or work practicum
  • Working fewer than 120 hours/year.

Positions that are excluded must be paid at least BC’s minimum wage, although the Supervisor may choose a higher rate.

Statutory deductions will be taken at source: federal and provincial taxes, EI, CPP, WCB and EHT.

VACATION ENTITLEMENT

BC's ESA requires the provision of vacation time and/or pay. The amount you can offer is flexible but it must meet the BC ESA minimum. 

Hourly employees must receive a minimum of 4% pay in lieu of vacation time. There is no requirement for employees to take vacation time and any time taken would be unpaid. This option is available for appointments shorter than 3 months.

OVERTIME 

Overtime must be pre-approved in writing by the Supervisor.

When appointing, consideration must be given to the total number of hours an individual is working in all positions they hold at SFU. Total number of hours cannot exceed 8 hours in one day, 40 hours in one week or 80 hours bi-weekly; at that point overtime will apply.

STATUTORY AND GENERAL HOLIDAYS

Employees who have been employed for 30 days and have worked for 15 of the past 30 days qualify to be paid for federal and provincial statutory holidays, and in some cases, for general holidays.
