Appointing Individuals to Other Non-Continuing Positions

Hourly or salaried Appointments that are short-term, temporary, non-affiliated positions (Other Non-Continuing/ONC) are processed as employees of SFU and as such require alignment with BC's Employment Standards Act (ESA) and the university's policies and standards.

A few things to note

  • SFU is a unionized campus and many roles are affiliated - affiliation is based on the nature of the work, which is defined in current agreements.
  • Hiring managers are encouraged to familiarize themselves with the rights and responsibilities of employees and their employer (BC Employment Standards Act).
  • Compensation will be subject to source deductions (CPP, EI, WCB, EHT).
  • Onboarding, training and supervision is the responsibility of the Department.
  • Refer to SFU’s hiring guidelines to determine eligibility for employment at SFU.

 

Determining affiliated or non-affiliated 

Existing agreements determine whether roles are affiliated and ONC appointments must be considered within this framework.

Begin by submitting a Compensation Request Form (CRF). 

  • If the role exists and is affiliated – your HR Strategic Business Partner (HRSBP) will guide on next steps. 
  • If the role does not exist it will need to be assessed for affiliation and a job description or Temporary Job Standards Profile created – the ONC PAF Project team will coordinate this with Compensation and SFU’s external consultant.

 

Definition of ONC 

An Other Non-Continuing appointment is:

  • Not affiliated with CUPE, APSA, POLY, APEX, SFUFA, or TSSU.
  • Work is performed for SFU but is not research, administrative/clerical or professional in nature. 
  • Compensated by SFU Payroll.
  • Typically seasonal, event-based, short-term, task-focused, and intended as a one-time engagement. 
  • Number and scheduling of hours may be variable.
  • Duration may be variable, but not more than 3 months except where the duration spans the term of a semester and the individual is expected to work irregular hours and work fewer than 20 hours over the length of the appointment. 

An appointment that is filled by the same individual consecutively and recurs within seven days of the end of the previous appointment is a continuing appointment and should follow the process for appointing continuing roles. 

Appointments in the Co-operative Education program may have unique terms and/or requirements.

 

 The appointment process: completing the PAF

To initiate an ONC appointment, complete a PAF:

  • Include a title that describes the work (not “Other Non-Continuing”). 
  • Recreation and Athletics department: check Recreation Services Staff box not Other Non-Continuing for all non-continuing positions
  • Estimate bi-weekly hours or enter hourly pay (don’t leave a blank field)
  • SFU continues to work towards implementation of being a living wage employer. Living wage should be paid to all employees, unless they are:
    • Casual employment of fewer than 120 hours of work per year
    • Multiple small contracts
    • Interns and students who are completing practicum placements or co-op terms
    • Apprentices and trainees, as long as their probationary period or training period has a defined end point (at which time they will be paid the living wage)
    • Staff in their probation period (up to 6 months)
    • Hourly Pay: 4% vacation pay will be automatically added on top of hourly rate entered  
    • Bi-weekly Pay: rate is understood to include vacation pay
    • Compensation is subject to source deductions (CPP, EI, WCB, EHT).
  • Web-based timesheet entries are required
  • Use the Comments box to explain any anomalies 
  • Paste or type in job duties  
  • Make sure it’s signed  
  • Gather any supplemental documents 
  • Submit the PAF to Payroll:
    • Payroll creates an employment record in myINFO and the pay cycle begins immediately.

For affiliated positions, follow established procedures for CUPE, APSA, POLY, APEX, SFUFA, or TSSU.

For CUPE Temp Pool positions, follow established procedures per HR.

For co-op positions, follow established procedures per Co-operative Education.

Note that the hiring freeze process exempts new temporary appointments that are 6 months or shorter in duration.
