Summary

Reporting to the Corporate Director, Virtual Health and Shared Care, the Leader, Virtual Health leads the planning, clinical policy development, design, implementation, promotion, and evaluation of care delivery transformation to connect care teams (including the patient) using virtual health and other enabling technologies. Manages staff, as well as various project teams, and leads PHC through virtual health developments and implementations including proof-of-concept projects, full integration with clinical operations, and evaluations. This role maintains collaborative relationships and engages with clinical leaders, staff, Professional Practice, and other relevant stakeholders to ensure developments that promote quality patient care are clinically led, enabled by technology, and meet clinical needs.

Key Accountabilities:
• Lead the organization through the discussion and identification of virtual health opportunities and/or priorities to support the key objectives of improving the patient experience, patient health outcomes, and the provider experience while ensuring care is affordable;
• Lead PHC through proof-of-concept projects and through the development and implementation of approved virtual health initiatives including full integration within clinical operations;
• Lead and coordinate a collaborative team-based framework incorporating resources from other departments, programs, and vendor partners as it relates to virtual health implementations.
• Lead the implementation of change initiatives related to virtual health, assessing the impact and evaluating the outcomes;
• Lead and participate in steering committees and taskforces for PHC Virtual Health.

Skills

• Advanced competencies in program implementation, management and evaluation, and in project management practices, methodologies and principles
• Demonstrated understanding of telehealth and virtual health in Health Care and related implementations throughout large, complex healthcare environments with knowledge of current trends and issues related to virtual health technologies and interprofessional practice.
• Demonstrated ability to develop strategy, policy, and implementation plans that support the use of virtual health technologies in clinical transformations.
• Demonstrated ability to lead stakeholders and guide initiatives to ensure the use of virtual health technologies that enhance quality care and patient outcomes and meet clinical objectives.
• Demonstrated understanding of physician, nursing and allied health legislation, statutes, regulations and professional standards of practice.
• Demonstrated oral communication and presentation skills as well as advanced writing skills with the ability to articulate changes in policy and guidelines.
• Demonstrated ability to guide and build consensus across the organization including clinical leaders, IMIT Services, Professional Practice, physicians, nursing, allied health and Pharmacy.
• Demonstrated interpersonal skills with the ability to effectively coach, facilitate, and lead others, and to work productively as part of a larger team.
• Successfully able to lead organization change with a demonstrated attitude of continuous improvement and change management in their own work.
• Demonstrated ability to effectively manage staff and budgets.
• Demonstrated strong organizational and time management skills.

Education

Master’s degree in Health Services Administration, Nursing or relevant health care discipline with a minimum of seven (7) years’ recent related experience in a complex healthcare environment including progressive quality practice, education, project management and leadership experience. Project Management Professional (PMP) designation and previous experience in virtual health are considered an asset. Applicable current practicing registration with the relevant regulatory college or professional association in British Columbia.

Duties

1. Develops and leads committees and working groups consisting of all relevant stakeholders (e.g. executive leaders and sponsors, clinical directors, managers, clinical teams, subject matter experts, clinical informatics, patient representatives) that will implement, evaluate and establish virtual health.
2. Provides input into strategic plans, designs, and clinical policy that will transform care delivery including how clinical operations are impacted and how standards of practice are maintained. Working in collaboration with clinical leaders and staff, ensures virtual health models support clinical objectives.
3. Evaluates clinical transformations and the use of enabling technologies. Partners with clinical areas to ensure the proper use of technology and that clinical priorities continue to be recognized. Develops strategies and action plans to improve or address issues as required.
4. Oversees the evaluation of proof-of-concept project outcomes (e.g. costs, savings, impact and/or improvements) and how the concept can be expanded to recognize further advantages.
5. Leads staff and clinical and technical project teams to enable and transform virtual solutions for interprofessional clinical areas within hospital sites and outpatient settings across PHC. Manages and supports these teams including leading change initiatives to ensure stakeholders are appropriately engaged and deliverables are established and met. Leads status, team and leadership meetings.
6. Participates in the development of detailed requirements, evaluation criteria budgets, project charts, implementation plans, status updates, communication plans and other project related documents.
7. Provides operational management including recruitment, retention and performance management of staff, and budget accountability for the portfolio.
8. Develops strategies and forges opportunities to work with external stakeholders such as the Health Authorities, BCCSS, vendors, Ministry of Health, Canada Health Infoway, and health organizations across Canada regarding virtual health projects that can benefit PHC.
9. Provides reports, updates and communications to senior leadership, executive sponsors, Ministry of Health and other organizations as required.
10. Represents clinical operations and technology-enabled solutions on national, provincial, regional, and site/unit committees and projects, and fosters linkages with other organizations.
11. Performs other duties as required.
