Job Summary:
Reporting to the Manager, Health Analytics the Senior Data & Analytics Advisor identifies, develops, implements, and maintains innovative solutions to meet the information needs of the organization. A successful applicant will be able to synthesize data and conduct analysis to provide recommendations that directly impact decisions relating to financial, human resources, and patient care services. In addition to advanced analytical techniques, modeling, and data management skills, other responsibilities include portfolio, project, and product management, evaluation and methodology design, key performance indicator (KPI) development, stakeholder management, and strategy development. This position specifically supports operational and clinical partners across VCH community services (e.g. Home Health Care, Primary Care, and Long Term Care). As a Health Systems Planning Advisor with Vancouver Coastal Health you will:
- Meet the analytical and reporting product needs for a community program area with effective prioritization of work and with a product management lens.
- Maintain awareness of health systems issues to inform analysis and support policy recommendations and system redesign plans; assist in leading and implementing policy development and system redesign projects.
- Build relationships with technical staff (e.g. data engineers and solution architects) to communicate business requirements and co-design data infrastructure.
- Provide expertise to advise on research, evaluation, forecasting/model development, KPI development, complex feasibility studies, and business cases associated with alternate service delivery models.
- Enhance data literacy across the organization via enabling tools/strategies and empowering/training users across the organization to access and interact with information and data.
- Apply a data storytelling approach to prepare presentations, communications, and report for leadership across the organization including, the Board and Senior Leadership Team.
- Carry out responsibilities in accordance with health and safety requirements. Immediately report unsafe situations by notifying supervisor or other appropriate personnel.
- Perform other related duties as assigned.
Qualifications:
Education & Experience
- Master’s Degree in Health Administration, Health Planning, Business Administration or Behavioural Sciences.
- Postgraduate course work in health care planning or health policy development and analysis.
- Five to seven (5 to 7) years’ recent, related experience in senior level planning or program development in healthcare or social services, or an equivalent combination of education, training and experience.
Knowledge & Abilities
- Competent decision making that manages and considers the potential impact to health authority service provision, client care, unionized and non-contract staff deployment, and financial implications, as well as considers industry trends, Ministry of Health initiatives, and government directions.
- Identifies, collects and analyzes relevant information, including industry-wide assessments and research, to support the health planning, sustainable improvement, and modeling needs of the organization.
- Expertly understands health systems information, health services operations, and external health care environment to appropriately analyze complex information, research, and policy mandates.
- Provides expertise and support in the development of organizational goals and objectives, performance indicators, appropriate databases and statistical and analytical tools.
- Physical ability to perform the duties of the position.
