Duties

Do you want to contribute to Canada's efforts in the fight against COVID-19? The Public Health Agency of Canada is at the front lines of the Government of Canada’s response to the COVID-19 pandemic. The Government of Canada is implementing an evolving health response, which requires a high degree of adaptability from staff. As a result, the days can be demanding, and potential applicants must be willing to work flexible hours.

The Agency is looking for people who thrive on challenges; cope well with the unexpected; and, who have good judgement to complement our public and travel health teams at the ports of entry (POE). By joining the PHAC Public Health and Travel Team, you will help protect the health and safety of Canadians by implementing protocols to prevent and limit the spread of communicable diseases. You will work closely with Quarantine Officers, seasoned professionals who will pass on important knowledge to you. All work must be done on-site at various locations across Western Canada; remote work is not a consideration. Individuals hired for any position must also successfully complete mandatory Screening Officer training. Duties will vary depending on the position.

Duties at Airports and/ or Land Borders 

Greets travellers at the Canadian border, assesses whether their quarantine plan or state of health requires further assessment by a quarantine officer; 

Screens for signs and symptoms of COVID-19; 

Communicates basic information on travelers’ obligations for their quarantine; 

Facilitates the search for solutions in the development of their quarantine plans for travelers, when necessary; 

Provides information, advice and support to partners at entry points; 

Assists with the ArriveCan App and data entry (as needed); 

Coordinates logistical operations and liaises with internal and external partners; 

Provides sound advice and makes recommendations on site management functions and border testing operations; and/ or, 

Oversees onboarding, scheduling, and training of staff. Duties at Designated Quarantine Facilities (DQF) 

Communicates basic information on travellers' obligations under the Emergency Orders; 

Assists in the coordination of transportation for travellers; 

Assists travellers to find alternative quarantine plans when necessary; 

Provides support to the Public and Travel Health staff as required; 

General administrative duties, as required, including using MS products such as Outlook, Word, Excel; 

Prints welcome packages and ensure that stock is maintained; 

Arranges and distribute welcome packages, meals and snacks to travellers; 

Ensures all essential items provided at registration are available and small stock is placed in the registration area and is restocked regularly (e.g. hygiene products, snacks, etc.); 

Gathers information regarding dietary restrictions and allergies and provide to food supplier; 

Ensures IPC doffing and donning area is set up and stocked for meals and items distributed daily; 

Be able to work in red zone and wear 4 PPE; and/ or, 

Coordinates with partners, stakeholders, and staff.

Intent of the process

There is an immediate need for support at the POEs in Alberta (Calgary, Coutts/ Lethbridge, and Edmonton) and British Columbia (Abbotsford, Aldergrove, Osoyoos/ Penticton, Richmond/ Vancouver, and Surrey/ White Rock). Education for Co-Op Positions: 

Students attending a recognized post-secondary educational institution full-time or who will be returning to full-time studies in the next academic term/semester, required to complete Co-Op placements for their studies. Students enrolled in studies on a part-time basis due to a disability that is recognized by their academic institution are also eligible to apply.Education for Junior/ Public Health and Quarantine Assessment Officer Positions: 

A secondary school diploma or employer-approved alternative; or 

Enrollment in a post-secondary educational institution full-time for a health sciences or clinical program (for Junior positions).

Essential Experience:

1. Experience in dealing with information in a confidential manner.

2. Experience in reporting or providing information concisely and accurately.

Candidates MAY be required to meet ONE OR MORE of the following qualifications, depending on the requirements of the specific position being staffed as they may be deemed as either an Essential or Asset qualification.

Asset Experience:

1. Experience working in the field of health.

2. Experience in managing and in controlling infectious disease.

3. Experience in emergency preparedness and response.

4. Experience in primary health care including public health.

5. Experience in compliance and enforcement activities (for example, issuing warnings or fines).

6. Experience in complying with and enforcing compliance of sanitary measures (such as wearing a mask, physical distancing, etc.)

7. Experience working with partners at the border (CBSA, police, ambulance, first responders, airport authorities, etc.)

8. Experience working with Indigenous people and/or communities.

9. Experience in planning, coordinating and managing projects.

10. Experience in gathering, assessing and analyzing information.

11. Experience working with a diverse range of stakeholders. Asset Knowledge:  

Knowledge of the Quarantine Act and emergency orders in effect Operational Requirements Operational requirements vary by position; therefore, not all of the following operational requirements may apply to positions being staffed.

Willing and able to wear partial to full protective equipment (e.g., respiratory protection, N95 masks, gloves) in order to maintain infection prevention and control.

Must complete Screening Officer training and pass exam, enabling certification.
