Job Opportunity - Senior Analyst, Primary Health Care - First Nations Health Authority

Position Summary

The Senior Analyst, Primary Care leads and provides analytic support to the Primary Care team within the First Nation Health Benefits and Services Department.  The Senior Analyst, reporting to the Director of Analytics and Financial Management, is responsible for collaborating with data leads, developing, designing and implementing analytical products and creating information reports for First Nations participating in the First Nations-Led Primary Health Care Initiative (FNPCI) as well as for FNHAs virtual primary health care services.

As a health and wellness organization, the First Nations Health Authority has aligned with the Provincial Public Health Order released on October 14, 2021. We have a mandatory COVID-19 vaccination policy for all employees at First Nations Health Authority. This policy requires all employees to be fully vaccinated against COVID-19. Responsibilities

This position:

  1. Collaborates directly with FNPCI First Nations leadership, regional primary care project managers and managers of primary care, and community data specialists with an aim to build capacity in the area of data analysis and best practices;
  2. Collaborates directly with the Manager of Virtual Health and Wellness Services and the Medical Affairs and Wellness Office (MAWO) with an aim to build capacity in the area of data analysis and best practices;
  3. Works with community partners (internal and external) for data identification, analysis and reporting to establish sound data reports in alignment with community direction;
  4. Develops, plans, monitors, and leads the design and implementation of analytical models to support community decisions, with a focus on building custom knowledge products that support ongoing First Nations decision making regarding primary care services;
  5. Extracts and presents complex datasets and analytical reports to community, management, and program experts;
  6. Facilitates the application of knowledge products within the context of planning and quality improvement for First Nations Primary Care Centers and FNHAs virtual services;
  7. Develops, plans, monitors, and leads the designs and implementation of analytical models using regression, classification and other algorithms to support quantitative program analysis, health measurement and service delivery;
  8. Writes scripts using SQL, R, Python, and other tools to automate data cleansing and analysis from diverse data sources, including SQL data warehouse, text data files, and web data;

Qualifications

Education

  • Master’s Degree in economics, statistics or other health related discipline with minimum of seven (7) years of progressive experience in developing, designing, and implementing analytical data products.

Knowledge, Skills & Attributes

Knowledge and Abilities

  • Ability to conceptualize larger scale knowledge development initiatives with a specialization in utilization focused approaches;
  • Knowledge of primary care health services;
  • Hands-on experience with analytical models, methods and techniques, such as regression and time series analysis;
  • Experience with business intelligence, data warehouse technologies, with strong SQL skills;
  • Knowledge of the BC health care system and experience with BC health administrative data (MSP, PharmaNet, DAD) is an asset;
  • Strong working knowledge of data stewardship best practices, including OCAP® and FPIC.
